On February 12, 2025, a republican scientific-practical conference titled «Elections as a democratic value in the political system of the Republic of Tajikistan» was held at the Center for strategic research under the President of the Republic of Tajikistan.

The goal of this meeting was to analyze and discuss the process of preparing for the electoral campaign, during which issues related to the participation of political parties and citizens in elections were addressed, as well as the current state and future prospects of the electoral institution in the Republic of Tajikistan.

Considering the scope of the topic, the conference was attended by and featured contributions from responsible representatives of ministries and state institutions, scholars, experts from research and analytical institutions, and media representatives.

The opening speech was delivered by the Director of the Center for strategic research under the President of the Republic of Tajikistan, doctor of philosophy, professor, and corresponding member of the National Academy of Sciences of Tajikistan, Usmonzoda Khayriddin Usmon.

As emphasized that, in the context of geopolitical instability and hybrid threats in the modern world, holding free, fair, and democratic elections in the Republic of Tajikistan is particular importance and is regarded as a crucial factor for political stability and sustainable socio-economic development. Moreover, citizen participation in elections not only contributes to the realization of constitutional rights and the expression of political will, but also strengthens national identity and fosters societal cohesion around national interests.

Subsequently, the following speakers delivered reports: doctor of philosophy, professor, and member of the Central Commission for elections and referenda of the Republic of Tajikistan, Khidirzoda Makhfirat Umar, on the topic «The process of political parties and citizens’ participation in parliamentary elections»; doctor of political science, deputy director of the Center for strategic research under the President of the Republic of Tajikistan, Sharifzoda Lohuti, on the topic «Elections and the development of parliamentarism in Tajikistan: reality and prospects»; Head of the Office of the Central Committee of the People’s Democratic Party of Tajikistan, Khonzoda Abdurakhmon Umar, on the topic «Modern methods and tools of engaging political power in electoral campaigns: the experience of the PDPT»; deputy chairman of the Committee for youth affairs and sports under the Government of the Republic of Tajikistan, Chorshanbezoda Suraj, on the topic «Formation of electoral culture and its impact on the national security system»; candidate of legal sciences, associate professor of the Department of constitutional and administrative law of Tajik National University, Imomov Humoyun Sharofiddinovich, on the topic «Electoral rights as political rights of citizens of the Republic of Tajikistan», deputy director of the National Center of legislation under the President of the Republic of Tajikistan, Sharifzoda Farangis Sharif, on the topic «The status and role of electoral rights in the electoral campaign process».

Within the framework of the aforementioned topics, it was stated that conducting open and competitive elections contributes to the legitimacy of state power and creates favorable conditions for strengthening the stability and international prestige of the country.

According to experts, elections in the Republic of Tajikistan, as an integral component of democratic governance, play an effective role in shaping the political system and ensuring the limitation of power. They are also an important mechanism for the realization of citizens’ constitutional right to participate in state governance.

In this context, with each electoral cycle, despite the objective challenges and difficulties of the transitional period, the rapid development of electoral legislation and the improvement of electoral practices are aimed at enhancing the transparency, openness, and inclusivity of the electoral process.

In this regard, further improvement of the electoral system and the creation of conditions for the active participation of all citizens in the electoral process is one of the priority tasks of the state policy of the Republic of Tajikistan, aimed at strengthening democratic institutions and ensuring the sustainable development of the country.

Thus, the conference was concluded by the director of the Center for strategic research under the President of the Republic of Tajikistan, who summarized the outcomes.

The conference took place in an atmosphere of sincerity, mutual understanding, and constructive dialogue.
