On September 3, 2024, the Center for Strategic Research under the President of the Republic of Tajikistan hosted a scientific and practical conference dedicated to the 33rd anniversary of the state independence of the Republic of Tajikistan under the title “The role of innovative industry in the development of the national economy”. It was attended by representatives of relevant ministries and institutions, economic scientists, leading experts and journalists.
In his opening speech, Director of the Center for Strategic Research under the President of the Republic of Tajikistan Khayriddin Usmonzoda congratulated participants on the occasion of the 33rd anniversary of state independence and noted that the purpose of today’s conference is to analyze and evaluate the state programs and ways to ensure the development of the industry in modern conditions, achievements and trends in the development of innovative industry in the country in order to achieve economic security.
During his speech, Khayriddin Usmonzoda noted that in recent years, innovations in the field of industry have brought the world community to a new level of development. It is due to the use of the latest technologies that the developed countries of the world have achieved sustainable economic development. Taking this into account, one of the most important elements of ensuring industrial development of the Republic of Tajikistan is the implementation of innovative technologies in the production of various goods and products. The importance of innovation and introduction of new technologies in the industry is to increase the volume of output, ensure its competitiveness, increase exports and satisfy the domestic market with high-quality domestic products. Thus, innovation means rapid industrial development.
In the sphere of implementation of innovative technologies in the industrial sphere of the Republic of Tajikistan and accelerated industrialization there are a number of normative legal acts. In particular, the programs of accelerated industrialization of the Republic of Tajikistan for 2020-2025, the strategy of industrial development of the Republic of Tajikistan for the period up to 2030, and others. The purpose of adopting these documents is to form an effective innovation system to promote technological development, to ensure the competitiveness of production, to bring import-substituting products to domestic and foreign markets, socio-economic development and, finally, to achieve national strategic goals.
Director of the Center stated that today in the Republic of Tajikistan there are many opportunities to develop the production of high quality industrial goods, increase exports and gain a decent position in the world market of goods and services. According to domestic scientists, the creation of new enterprises, import and wide use of modern innovative technologies, increasing the level of professionalism of entrepreneurs, their ability to manage production, training of highly qualified personnel are the main factors in achieving the goals of industrial development.
According to official information, in 2023 there were more than 3,000 industrial enterprises operating in the country, and their number is growing every year. In the first half of 2024, 3,580 new enterprises and workshops were put into operation in the country. Domestic entrepreneurs make a significant contribution in this direction. In the formation of industrial production, the largest share is occupied by mining, energy, food and coal industries.
It was noted that 251 new industrial enterprises were set up in the republic in the first six months of the current year. As a result of activity of more than 250 new industrial enterprises in the country 1714 workplaces have been created. In particular, 19 enterprises with 53 new jobs have been put into operation in GBAO, 91 enterprises with 681 jobs created in Sogd region, 42 enterprises with 344 jobs in Khatlon region, 39 enterprises with 117 jobs in districts of central subordination and 62 enterprises with 619 jobs in Dushanbe city.
At the end of his speech, Khayriddin Usmonzoda wished success in the work of the conference, noting that we are confident that the main goal of today’s conference is to assess the key foundations of the development of the innovation industry, the formation of an innovation strategy at industrial enterprises and other issues in the field of ensuring the innovation industry will be analyzed and discussed. We are confident that the results obtained will be useful to all participants and, above all, to ensure the innovation industry of Tajikistan, and that the recommendations presented will be implemented in practice.
Thus, the conference continued its work under the chairmanship of the Center’s First Deputy Director Oraz Murtazozoda. Jurahkhon Boboev, Head of the Department of Sectoral Development Issues of the Center for Strategic Research under the President of the Republic of Tajikistan, on the topic «Implementation of state programs and ways to ensure the development of the industrial sector in modern conditions», Rustam Rahmatzoda, doctor of economics, professor, member of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan, and expert of the Center for Strategic Research under the President of the Republic of Tajikistan on the topic «Accelerated industrialization of the country — the foundation for ensuring the economic security of the Republic of Tajikistan», Rajabov Rajab Kuchakovich, professor of the Tajik University of Commerce, spoke on the topic «The state of innovative industry in Tajikistan: problems and solutions», Murtazozoda Oraz, candidate of economic sciences, associate professor, and First Deputy Director of the Center for Strategic Research under the President of the Republic of Tajikistan, on the topic «Assessment of the main conditions for the development of innovative industry in the Republic of Tajikistan», Rahimov Loiq Harfiddinovich, Head of the Department of agrarian policy and private sector support of the agrarian policy and food security monitoring directorate of the Ministry of Agriculture of the Republic of Tajikistan, on the topic «The role of innovation in the development of the agricultural sector», Sharifzoda Muhammad, Head of the Department of Regulatory System and Licensing of the State Committee on Investment and State Property Management of the Republic of Tajikistan, on the topic «The current state and prospects of public and private investments in innovative projects» made reports and gave satisfactory answers to the questions of the conference participants. This was followed by an open exchange of opinions, questions and answers, as well as valuable remarks on the topics under discussion.
The first deputy director of the Center for Strategic Research under the President of the Republic of Tajikistan, Oraz Murtazozoda, concluded and summarized the conference, expressing hope that this conference will contribute to the further improvement of the innovative industry of Tajikistan in the field of implementation of state programs involving the partnership of the state and the private sector.
The conference was held in the spirit of sincerity, good understanding and constructive dialogue.
