At the outset, I wish to extend my sincere gratitude to the State of Kuwait and the United Nations Office of Counter-Terrorism, as wellas our international partners for convening this important Conference today.
On behalf of the delegation of the Republic of Tajikistan, I would like to warmly welcome all participants attending this important event.
As a founder of the Dushanbe Process on Counter Terrorism and its Financing, we are pleased to support the initiative to host for the first time the Conference as a part of this process beyond Tajikistan.
We regard the Kuwaiti phase as a pivotal element in enhancing international collaboration in countering terrorism and in building robust border mechanisms.
Our partnership in this context exemplifies a model of shared responsibility, which is critically essential and relevant in the current geopolitical landscape to effectively counter-terrorism.
The Conference which is being convened today will further broaden the scope and influence of the Dushanbe Process in countering terrorism and its financing.
This event undoubtedly enhances the coordination and enforcement of cooperation at the international level particularly among the nations and regions of Central Asia, group of Arab countries, Africa and the Association of South-East Asian Nations (ASEAN).

Tajikistan as the initiator of the Dushanbe Process reaffirms its commitment to collaborate with the United Nations and other international partners.
The issues of terrorism, extremism and manifestations of radicalism have emerged as a global threat raising concerns for all humanity.
The proliferation of extremist ideas, an incitement of hostility and the fostering of religious conflicts within society alongside the recruitment of youth for the perpetration of terrorist acts have become as significant instruments employed by terrorist and extremist organizations.
By amplifying their operations through these methods, they aim to impose a radical transformation upon the socio-political framework of a nation.
Furthermore, these organizations extensively leverage advanced information technologies to achieve their destructive objectives.
It is necessary that policymakers and experts address thiscritical issue and implement effective countermeasures.
To prevent the threat of extremism particularly among the youth it has become imperative to carry out targeted measures.
In this context, educational programs and social projects which bolstered by economic resources and opportunities, those could help to diminish a risk of extremism are recognized as critical toolkits in this process.
Along with this, retraining in new technologies is essential for enhancing the capabilities of law enforcement agencies and intelligence services through comprehensive training and technical assistance.

The security challenges we face today demand not only our strong will and determination, but also our commitment to global collaboration.
It is only through extensive and coordinated international cooperation that we can effectively counter terrorism and address its associated threats and challenges.
The rise of terrorism, extremism, transnational organized crime,drug trafficking and cybercrime poses a significant risk to our collective security.
In this connection, as we confront these challenges, it is critical that we enhance the coordination of our efforts to promote peace, stability and security.
In this vital endeavor, the sharing of information and exchange of best practices will be crucial. Together we can build a safer world for all.
Enhancing the coordination of operations at both regional and global levels along with building agile mechanisms for the timely response to security risks and threats will significantly aid in our collective efforts to address these challenges.
In this regard, Tajikistan expresses its strong support for the adoption of the Comprehensive Convention on International Terrorism (CCIT).
We deem it imperative to speed up the negotiation process regarding this matter.
Dear friends,
Terrorist groups consistently attempt to cross borders and escalate their subversive and destructive activities.
It is of paramount importance for Tajikistan to ensure a reliable protection of the state border and explore opportunities and resources for its further fortification.
The Republic of Tajikistan shall undertake all necessary measures to enhance border security mechanisms.
Our country in collaboration with its partners is committed to building mechanisms that effectively prevent and counter the smuggling of weapons, trafficking in narcotics and the financing of terrorism.
It is evident, that no single country can successfully address these threats and challenges standing alone.
Tajikistan stands at the forefront of confronting modern threats, such as terrorism, extremism, radicalism, drug trafficking and other manifestations of cross-border organized crime. In this regard, we are well aware of the need to integrate our efforts on the international arena.
Our country is an active part in the global security dialogue within the framework of international and regional organizations.
It should be noted, that based on extensive experience we gained in combating global challenges and threats, we have developed and are implementing the Strategy on Counter-Terrorism and Extremism for 2021-2025.
As part of the implementation of this Strategy, our Government among other remarkable successes has also made progress towards improving the mechanism for preventing extremism and radicalism and enhancing the role of education and civil society in this process.

«Dushanbe Process» has created an important platform for all stakeholders for global cooperation in the fight against terrorism, holding comprehensive dialogue and exchange of best practices in this direction.
Tajikistan remains committed to advancing its efforts in this direction in the future and strengthen close cooperation with partners to ensure comprehensive security and stability.
Promoting lasting peace, stability and peaceful life around the world is one of the principal objectives of the foreign policy of Tajikistan.
In line with this goal, I have made a proposal at the 79th Session of the United Nations General Assembly to adopt a Special Resolution declaring the “Decade ofStrengthening Peace for Future Generations”.
We expect and count on our partners’ support of this initiative.
We firmly believe, that the Kuwait Phase of the Dushanbe Process Conference will remarkably enhance our collective efforts in countering terrorism and fight against extremism.
In conclusion, I would like to wish you all successful deliberations at today’s Conference.
