On October 25, 2024, a republican scientific-practical conference titled «30 Years in the Field of Analysis and Research of National Statehood» took place at the «National Library of the Republic of Tajikistan,» dedicated to the 30th anniversary of the establishment of the Center for Strategic Research under the President of the Republic of Tajikistan.
The conference was attended by representatives of the Executive Office of the President of the Republic of Tajikistan, members of the Majlisi Namoyandagon of the Majlisi Oli, officials from government ministries and agencies, scientists and specialists from research and analytical institutions, as well as representatives of civil society and the media.
Opening the conference, the Director of the Center for Strategic Research, Doctor of Philosophy, Professor Khayriddin Usmonzoda, addressed the attendees with welcoming remarks. In his speech, he highlighted the purpose of the conference, which was dedicated to the 30th anniversary of the Center and the 30th anniversary of the Constitution of the Republic of Tajikistan. The Director elaborated on the strategic positioning of the Center for Strategic Research and its contributions to the research and analysis of contemporary internal and external processes, as well as the evaluation of the situation across various sectors of the country, particularly in internal and foreign policy. He emphasized the importance of analyzing and assessing achievements over the independence years, the necessity of systematically monitoring political, social, and economic processes in the context of advancing our national statehood, and the prospects for the development of the Center’s activities, along with other related issues. During his speech, Khayriddin Usmonzoda noted that while 30 years may seem brief in the scope of history, the significance of this period lies in its alignment with a crucial historical phase, namely, the era of establishing the foundations of statehood and the pathways for the development of our independent country.
It is important to note that since its establishment, the leaders of the Center have consistently prioritized the conduct of research and analytical work on key political, social, economic, scientific, and cultural issues as the central focus and criterion of their activities. Throughout the years they have held this responsible position, they have successfully fulfilled the tasks and assignments entrusted to them in the Center’s operations.
It is worth noting that under current conditions, the Center has analyzed and evaluated the nature and issues of the political, economic, and social contexts at each stage of the 20th century and the beginning of the 21st century in its activities. Specifically, the third decade of the Center’s development coincides with a period of seeking pathways and directions to ensure political, social, and economic security, as well as to establish the institutional foundations for the country’s development. Thus, in response to the emerging new processes within society, the institution continuously reassesses its activities from a fresh perspective and prioritizes new qualitative cooperation and effective methods as the foundation of its goals.
In the current context, the activities of the Center for Strategic Research are focused on evaluating the contemporary and long-term development of all sectors of the country’s economy, as well as on formulating recommendations and proposals for the implementation of specific measures at various levels—national, regional, and sectoral.
We can proudly state that the Center has achieved success due to the professionalism, dedication, responsibility, and determination of its employees. In this regard, the contributions of the institution’s specialists to the development of the Center’s activities and the analysis of contemporary processes are highly significant.
The Director of the Center added that global realities have been changing rapidly in recent years, which inevitably raises many questions in people’s minds about how countries like Tajikistan, situated at the edge of this complex world, should act. Merely being a subject of international relations cannot be a solution without taking practical measures, including active participation in regional and global processes, strengthening national identity, and ensuring the sustainable development of the country. The policies of the highest leadership in our country embody efforts in this direction.
In this regard, the activities of the institution have become very dynamic in light of recent global events, and progress is being observed in various aspects. The specialists at the Center consistently contribute to effectively representing our country’s position on the current development of regional and global issues at international events outside the country. Over the past three years, the staff of the Center has actively participated in 72 international conferences, forums, and meetings abroad. Their active involvement in international conferences held with Tajikistan’s partner countries has played a crucial role not only in strengthening the status of the Center as an analytical institution under the President of the country but also in enhancing Tajikistan’s positive recognition among major international expert circles.
Furthermore, by actively participating in events organized by its foreign counterparts, which are part of its statutory activities, the Center contributes to promoting the constructive policies of the Highest Leadership of the country and strengthening the positive international image of Tajikistan.
From the very beginning of its activities, the Center has prioritized the analysis of societal issues, particularly the need for talented, creative, and skilled personnel in the preparation of linguistically and academically proficient specialists, as well as in directing young professionals toward the field of science.
Continuing his speech, Khayriddin Usmonzoda highly praised the role of the Center in recent years in fostering constructive and productive thinking within society, developing contemporary social policy, analyzing and addressing economic and cultural issues, and scientifically substantiating the processes that have emerged in modern Tajik society. He emphasized that the staff proudly continues this important work.
Then, the advisor to the Assistant to the President of the Republic of Tajikistan for Social Development and Public Relations, Doctor of Philology, Professor Abdullozoda Masrur Ahmad, presented a report titled “30 Years in the Pursuit of Strategic Development of Tajikistan: From Formation to Prosperity”. He noted that in the early stages of Tajikistan’s independence, when the country faced unprecedented challenges and the need to establish a new system of governance, the role of research institutions—especially analytical and advisory organizations—was deemed significant.
In particular, the establishment of the Center for Strategic Research marked a significant milestone in the history of independent Tajikistan, embodying the state’s commitment to sustainable development and reliance on a scientific approach to decision-making.
Thus, the establishment of the Center is closely linked to various stages of the country’s development, reflecting changes in the political landscape, economic conditions, and international relations.
Thanks to the government’s forward-looking and research-oriented policies over these three decades, the Center has evolved into not only a scientific institution but also an essential tool for shaping the strategic development prospects of our country, making a significant contribution to defining key areas of state policy in complex and changing conditions. During this period, the Center has undergone a challenging journey from establishment to successful development, becoming an integral part of the state structure, a reliable institution under the President of the Republic of Tajikistan, and one of the primary instruments for formulating the strategic vision for the development of our country.
At the early stages of the country’s independence, the Center began its activities with specific tasks and commitments, providing scientific and analytical support to the government in determining the path of national statehood in a turbulent world.
On this basis, by providing timely, forward-looking analyses and important recommendations aimed at overcoming challenges, creating conditions for socio-economic development, and establishing peace and tranquility in society, as well as strengthening statehood and stabilizing the political situation in the country, the Center conducted numerous research projects within the framework of its statutory objectives during these difficult years. These ranged from restoring peace and stability in society to the establishment of new state institutions, from shaping a national identity to determining foreign policy priorities, and from exploring pathways and means for ensuring national security to developing technologies for maintaining political stability.
Today, the Center, leveraging modern scientific methods of analysis and forecasting, plays a key role in shaping the development strategy of Tajikistan. We fully recognize that the Center’s specialists actively engage in discussions on pressing contemporary issues and strive to identify pathways and means to enhance the standard and quality of life for the people, strengthen national security, foster economic development, improve the investment climate, and bolster Tajikistan’s international influence.
In particular, the Center’s contribution to identifying pathways for preventing potential internal and external threats and dangers is commendable. The Center’s staff conduct in-depth analyses of geopolitical trends and develop useful recommendations regarding the impact of global processes on Tajikistan, aimed at mitigating risks associated with strengthening national security.
In conclusion, he expresses sincere gratitude to all the staff at the Center for Strategic Research for their dedication, high professional expertise, and contributions to the development of the country.
During the conference, the following speakers addressed the audience: Doctor of Philosophical Sciences, Professor, Sodiki Nasiba Nurullozoda — Chair of the Committee of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan for Science, Education, Culture, and Youth Policy; Academician Karamatullo Olimov of the National Academy of Sciences of Tajikistan; and, via virtual video message, Vakhobov Javlon Abdujalolovich — Director of the International Institute of Central Asia (Republic of Uzbekistan), as well as Tukumov Erkin Valitkhanovich — Director of the Center for Strategic Research under the President of the Republic of Kazakhstan and Muhammaddovud Salomiyon — Vice President of the National Academy of Sciences of Tajikistan, emphasized the efforts of the Center’s staff in addressing issues related to the provision of peace, harmony, and national unity, as well as the political and economic revival of the country and the clarification of the main directions for its political, social, and economic development.
In the second part of the conference, the following speakers presented: Pirizoda Jalil Safar, Doctor of Economic Sciences, Professor, Academician, and Director of the Institute of Economics and Systematic Research for Agricultural Development at the Academy of Agricultural Sciences of Tajikistan, on the topic «Trends and Prospects for Economic Development and Security of the Republic of Tajikistan in the Era of Independence»; Kurbanov Abdurahman Sherovich, Doctor of Philosophical Sciences, Professor, Head of the Department for Social issues Analysis at the Center for Strategic Research under the President of the Republic of Tajikistan, on «The Strategy for the Development of Science in the Era of Independence»; Sharifzoda Saidhomid Safar, Candidate of Historical Sciences and Head of the Department for the study of regional security issues of the Center for Strategic Research, on «International cooperation of the Center for Strategic Research under the President of the Republic of Tajikistan»; Amin Odinzoda, Candidate of Economic Sciences and Head of the Department of the entrepreneurship and private sector development of the Center, on «The role and importance of private sector development, entrepreneurship, and investment in ensuring sustainable development of the national economy»; and Boboev Djurakhon Islomovich, Head of the Department of the research sectoral issues of the Center, who spoke on «The contribution of the Center for Strategic Research under the President of the Republic of Tajikistan to the implementation of the Government’s strategic programs based on the UN Sustainable Development Goals». Later, Davlatov Ramazoni, Candidate of Philosophical Sciences and Press Secretary of the Center, presented the book «30 Years in the field of analysis and research of national statehood.»
At the conclusion of the conference, participants discussed various issues and shared valuable insights.
