On September 26, 2024 in Tashkent, by the initiative of the Ministry of Foreign Affairs of the Republic of Uzbekistan, the Center for Foreign Policy Studies and International Initiatives under the Ministry of Foreign Affairs of the Republic of Uzbekistan, the University of World Economy and Diplomacy under the Ministry of Foreign Affairs of the Republic of Uzbekistan, in cooperation with the Executive committee of the Commonwealth of Independent States, an international conference of intellectual centers of the member States of the Commonwealth of Independent States was held entitled «A new long-term cooperation program.»
During the conference, topical issues of the development of cooperation and the agenda for the future within the framework of the CIS were discussed around three sections – CIS as a space for dialogue and cooperation in modern conditions, prospects for the development of economic cooperation and a «green» transition, cooperation in the field of industry, trade, transport, energy and food security, and by the way cultural and humanitarian areas cooperation.
The representative of the Center for Strategic Research under the President of the Republic of Tajikistan, Head of the Department for Analysis and Forecasting of Domestic Policy Talbakov Saidahtam Isroilovich took part in the conference and made a presentation on the topic «Cultural and humanitarian diplomacy of the Republic of Tajikistan within the CIS».
It was emphasized that one of the priorities of the foreign policy of the Republic of Tajikistan is the implementation of «cultural and humanitarian diplomacy», which, taking into account the positive and negative trends of the globalization process, is based on ensuring spiritual existence and protection of genuine universal values. In particular, within the CIS, Tajikistan is one of the active initiators on various issues of cooperation. In this context, the Republic of Tajikistan has signed more than 2,000 documents adopted within the framework of the CIS, which about 60 relate to the field of culture. We are proud that many of our country’s initiatives have been supported and implemented by the member of the CIS organization.
At the same time, in connection with the direction of humanitarian cooperation, it was noted that today representatives of 80 nationalities live in Tajikistan, and in order to «create a common cultural space» there are 1,800 public associations in the country, including 39 associations of national minorities.
In addition, as part of the implementation of the «Agreement on Ensuring Equal Rights of Citizens of the States parties to the Treaty on Strengthening Solidarity in the Economic and Humanitarian Spheres» since November 29, 1998, useful measures taken by Tajikistan were adopted and presented.
Saidahtam Talbakov noted that the development of cultural and humanitarian cooperation within the CIS is a complex process that requires a consistent approach and active cooperation of all member states. This issue is not only an element of integration, but also the main basis. Only this factor can turn the CIS into a successful integration model based on mutual understanding, respect and joint development.
At the end of the presentation, potential threats and challenges that could hinder the activities of Member States were discussed and useful suggestions were put forward. In particular, it was emphasized that for Tajikistan, as a country that has provided word humanity with the best cultural and civilizational resources, in these conditions, the strengthening of intercultural dialogue and the protection of common cultural heritage are becoming increasingly important, and this measure serves to counteract destructive trends in society.
