“Since the beginning of independence, the Government of Tajikistan has taken all necessary measures to strengthen the status and ensure that women’s constitutional rights are respected and realized in accordance with the standards of a democratic, legal and secular society”.
(Speech by the President of the Republic of Tajikistan Emomali Rahmon on the occasion of Mother’s Day)
Today, every Tajik woman is happy that thanks to the care and great support of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan Honorable Emomali Rahmon, unique achievements in the development of the country, to the peaceful life of the people, came the happiness of youth and children’s laughter. In fact, all these achievements of the Republic of Tajikistan during the years of independence are the merit of this great child of our nation. The great Leader of the nation was able to lead the Tajik people and the Tajik nation with its rich history, traditions of hospitality and peacemaking efforts out of the confusing and obstacle-filled path of the 90s of the last century, so that they could step confidently on the right path of development towards creativity, innovation and brilliance.
The improvement of the social status of women, including in the administration, has always been under the strict control of the Government of the country. Today, all Tajik women and girls are grateful that thanks to the wise and far-sighted policy of the Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, the Honorable Emomali Rahmon, they have realized their dreams and are happy to live in an independent Tajikistan. They are masters of their homeland with all the original national customs and traditions. It is important to note that the Leader of the nation, Emomali Rahmon, pays serious attention in his annual Addresses to the issue of raising the status of women in the life of society. For example, in one of their Addresses notes: “The role of women in the foundation a democratic and secular society is very important”.
The enterprising, initiative, linguistic and hardworking women and girls of independence times have made unique contribution to the development of all sectors of the national economy with their self-knowledge, dedication and courage, intelligence and ingenuity, full of necessary knowledge and skills for modernity.
According to statistics, the number of women is 49.3% of the country’s population. Currently, women account for 25% of the total number of civil servants and 20% of the managerial staff. Of the total number of women working in various fields, 73% are in education, 71% in health, 47% in culture, 39% in banking, 25% in communications, including almost 40% in information services, 27% in science and more than 23% of them in agriculture.
Analysis shows that based on the National Development Strategy of Tajikistan, it is planned to increase the number of civil servants up to 30 percent and up to 25 percent of management personnel at the expense of talented women and girls. Today in the Republic of Tajikistan there is one woman academician of the National Academy of Sciences of Tajikistan, two associate members of the Academy of Sciences, and according to the report of the Ministry of Education and Science of the Republic of Tajikistan, 131 of them are doctors of sciences, 177 candidates of sciences and PhDs are registered.
In addition to activities in social fields, including science and education, public service, agriculture and industry, women and girls also work selflessly alongside men in other fields, such as transportation, energy, communications, construction and architecture, banking, law enforcement and community activities order and active.
In order to ensure greater participation of women in public and political life, social and cultural life and public administration, many legal and regulatory documents have been adopted on the initiative and with the direct support of the Leader of the nation, which plays an important role in enhancing the status of women in building a law-governed and democratic society. Including:
Law of the Republic of Tajikistan “On State Guarantees of Equal Rights of Men and Women and Equal Opportunities for their Realization”;
Order of the President of the Republic of Tajikistan “On measures to improve the status of women in society”;
Decree of the Government of the Republic of Tajikistan “On regulation of admission of girls to higher educational institutions of the Republic of Tajikistan under the quota of the President of the Republic of Tajikistan”;
Order of the Government of the Republic of Tajikistan “On the State Program “Basic Directions of State Policy to Ensure Equal Rights and Opportunities for Men and Women in the Republic of Tajikistan for 2001-2010”;
Order of the Government of the Republic of Tajikistan “On the National Plan of Measures of the Republic of Tajikistan to Enhance the Status and Role of Women for 1998-2005”;
Order of the Government of the Republic of Tajikistan “On the State program “Education, selection and placement of leading personnel of the Republic of Tajikistan at the expense of talented women and girls for 2007-2016”;
Order of the Government of the Republic of Tajikistan “On the establishment of Presidential grants for the development of small and medium-sized enterprises, the involvement of women and girls in vocational training, the improvement of their legal knowledge and the creation of new jobs for 2006-2010”;
National Strategy for Activation of the Role of Women in Tajikistan for 2021-2030;
State Program for training, selection and placement of managerial personnel through talented women and girls for 2023-2030;
Order of the Government of the Republic of Tajikistan “On the National Strategy for Activating the Role of Women in the Republic of Tajikistan for 2011-2020”;
The Order of the Government of the Republic of Tajikistan “On Establishment and Allocation of Grants of the President of the Republic of Tajikistan to Support Women’s Entrepreneurship for 2016-2020” is listed.
Today, our women make a huge contribution to the economic development of our country, and for this reason, among the activities that are being carried out include increasing the size of the grants of the President of the Republic of Tajikistan and the allocation of soft loans for businesswomen is being implemented today by the Government of the country.
The establishment of presidential grants to expand the entrepreneurial activity of women and girls and encourage them, along with improving the conditions of their families, is now having a significant impact on the development of the country’s economy. For example, in 2022, more than 600 thousand women and girls received loans from banking institutions worth 3 billion 400 million somoni, which is 2.4 times more than in 2018. In the last five years, the amount of loans offered to women amounted to 12.1 billion TJS. One of the most valuable actions of the Leader of the nation in the first decade of independence was to focus on educating girls in secondary and higher vocational schools in the country. The Presidential quota was established in 1997 with the support of the leadership of the State to attract girls from the remote mountains of our country to higher professional educational institutions, which is also a far-sighted measure to raise the status of women in society. Thanks to this concern for Tajik women and girls, the number of active and cultured women in our country is increasing day by day. This initiative of the Leader of the nation has helped to increase their legal knowledge and make them enlightened. According to statistics, in 2022 alone, 717 girls under the Presidential quota graduated from universities in our country and 4 more from abroad. Over the past ten years, 11,000 people have graduated from institutions of higher professional education.
It is gratifying that in recent years the Government of the Republic of Tajikistan has paid more attention to the status and influence of women in society. Also, referring to the role of women in society and the future of society, the head of our state called women a great force and noted: “Being a great social force, our women and mothers make a valuable contribution to the realization of plans aimed at a good future”.
Today, Tajik women, as full-fledged members of society, take an active part in the political life of the country, along with men. Increasing the role and status of women in the family and society allows society to move forward systematically for the good of the nation.
