On April 28, 2023, Center for strategic research under the President of the Republic of Tajikistan held a scientific and practical round table on the topic «Assessment of economic security related to the address of the President of the Republic of Tajikistan».
The round table was opened with an introductory speech of director of the Center for strategic research under the President of the Republic of Tajikistan, doctor of philosophy, associate member of National Academy of Sciences of Tajikistan, professor Khayriddin Usmonzoda, who welcomed the participants and noted that the purpose of today’s round table is to analyze, discuss and evaluate the achievements and trends of national economic development in order to achieve economic security in light of the next Speech of the Leader of the nation, the President of the Republic of Tajikistan, his excellency Emomali Rahmon to the Majlisi Oli of the Republic of Tajikistan.
It should be noted that sustainable development of socio-economic, increase in the level of well-being of the population, successful implementation of state programs, strengthening of law and order, achievement of the strategic goals of the republic in the field of energy independence, food security, exit of the country from the communication deadlock and industrialization of the country depends to the solution of the effectiveness of the problem. Ensuring economic security, as an important part of the national security of the Republic of Tajikistan, is implemented as a condition and guarantee of sustainable economic development within the framework of the implementation of the «National Development Strategy of the Republic of Tajikistan for the period until 2030».
Economic security as an inseparable part of the national security of the Republic of Tajikistan is a state of security of the country’s economy from internal and external threats, it has an organize and external order that arises through the system of organize, legal, financial, material, information system and as technical and technological measures, works to ensure sustainable economic development, solving social issues, stability, legality and law enforcement. The system and sustainable development of the country’s economy is related to the improvement of the state management system and the environment for investment and business support, and all these activities in general serve to increase the level and quality of life and the realization of the goal of social protection of the population.
According to forecasts, in 2023 the global climate change situation, especially extreme weather conditions such as floods, droughts, heat waves, etc., will suddenly occur, which can have a negative impact on the socio-economic and financial life of countries. . According to the UN Food and Agriculture Organization, next year there is a possibility of severe food shortage in the world. According to this organization, last year, due to the unprecedented increase in the price of agricultural products, the opportunity to buy and store them became an obstacle, then in 2023, the problem will be not only in the price increase, but also in the lack of food production volume.
The possibility of an increase in the level of unemployment against the background of a significant decrease in the amount of resources of the economy of the Russian Federation and, as a result, an increase in the number of migrant workers returning home. According to the experts of international economic issues, such a situation may be the most difficult challenge for the countries that send en masse migrant workers to Russia.
The possibility of limited access to credit and financial resources not only for entrepreneurs, but also for credit organizations and institutions in the context of strict monetary and credit policy and the severity of the global recession. In the process, the major lending banks are likely to raise interest rates in order to curb inflation, which will lead to a sharp rise in long-term loan interest rates and higher borrowing costs. In addition, a prolonged increase in inflation may encourage central banks to continue this policy, which eventually leads to a decrease in the liquidity or purchasing power of the people. In developing countries’ markets, higher interest rates can lead to sharp currency depreciation and the risk of rising public debt. From the given facts and figures, it can be concluded that in 2023 the world will face many problems and challenges, and this situation will not leave our country unaffected, along with other countries.
The possibility of creating such a situation forces us to make more efforts than at any other time, including in the direction of maintaining the stability of the national currency, increasing the solvency of the banking system, keeping inflation at the expected level, and focusing on stable development of spheres of the national economy, preventing the impact of potential risks on it, effective use of existing capacities, organization of production enterprises, creation of new jobs, increasing the competitiveness of domestic products, strengthening exports, especially in the context of greater support for the development of the private sector, entrepreneurship and investment, as well as effective use of land, we should show more measures.
In order to reduce the impact of threats to economic security by 2030, the Government of the Republic of Tajikistan has set itself the goal of tripling the gross domestic product per capita, reducing the poverty level by more than half, and increasing the share of the population with an average income of 22 to 50 percent increase. As a result of the improvement of the investment environment, the share of private capital in the total domestic product should increase five times, and the contribution of the industrial sector to the total domestic product should increase significantly, which will be the opportunity for Tajikistan to become an industrial and agrarian country.
In general, in the new stage of development, the Government of the Republic of Tajikistan has three main tasks: firstly, to achieve the level of socio-economic development of the countries of the middle segment with the average income level, secondly, to ensure the stability of development through diversification and increase the competitiveness of the national economy and third, expansion and strengthening of the middle class.
The main goal of today’s round table is to share best practices and knowledge in the field of economic security. We hope that the results and evaluations of the participants of the conference will contribute to the progress of our country’s economy, and the proposed recommendations will be implemented.

The head of the Department for the Analysis of Macroeconomic Issues of the Center for strategic research under the President of the Republic of Tajikistan, candidate of economic sciences, Associate Professor Oraz Murtazoev on the topic «Favourable situation for ensuring the country’s economic security», doctor of economic sciences, academician, chief specialist of the Department of Analysis of Macroeconomic Issues of the Center for strategic research under the President of the Republic of Tajikistan Jalil Pirizoda on the topic «Probability of threats to the economic security of the Republic of Tajikistan within the framework of political and economic events in today’s world», doctor of Economic Sciences, Professor, Chief Specialist of the Research Department of Sectoral Development Issues of the Center for strategic research under the President of the Republic of Tajikistan Ikhtiyor Ashurov on the topic «Green economy and the role of the Republic of Tajikistan for the development of renewable green energy in the region», deputy of the Head of Macroeconomic Analysis Department of the Center for strategic research under the President of the Republic of Tajikistan Rustamjoni Saydulloi Kuzratzoda on the topic «Digital economy is one of the factors of the development of the modern economy and protection of the directness of the country’s economy», candidate of economic sciences, chief specialist of the Social Issues Analysis Department of the Center for strategic research under the President of the Republic of Tajikistan Anvar Boboev on the topic «The role of migration in ensuring the country’s economic security», Anisa Sodikova, deputy Head of the Research Department of Business Issues and the Private Sector of the Center for strategic research under the President of the Republic of Tajikistan, spoke on the topic «The role of foreign investment in the development of the economy».
After the presentation, there was an open exchange of opinions, questions, answers, and comments.
The director of the Center for Strategic Research under the President of the Republic of Tajikistan, Khayriddin Usmonzoda, concluded and summarized the results of the round table, thanked the participants of the conference for their active participation and expressed hope that this scientific and practical conference will contribute to the further improvement of the economic security of the Republic of Tajikistan.
