Having familiarized with the speech of the President of the Kyrgyz Republic Sadir Japarov at the 77th session of the UN General Assembly on September 20, 2022, I came to some conclusions, which I would like to share with you. First of all, the format and the structure of his speech shows that he never understood the current system of government and his participation in the international arena. His extensive and active quoting of the fundamental, statutory documents of the UN, as well as the open plagiarism of well-known political figures from the text of his speech indicates the level of qualification of his team in preparing official speeches and the overall lack of knowledge about the real situation on the world stage. It is not surprising after all the world community is well aware of how he migrated from the criminal world to the political system of Kyrgyzstan. It was only by the will of fate that he became the head of state by accident. A team, assembled by him like himself with a wealth of criminal experience, which continues its criminal activity now within the whole state. But that is not enough for them, and they began their illegal actions and blackmail in inter-state relations and made it to the UN tribune. For the sake of their mercenary goals, they undermined the traditional Tajik-Kyrgyz friendship only with their arrival aggressive acts and fierce fights on the border began, before them there was no such scale of conflicts.
Nevertheless, they have the nerve to lie openly and without evidence to denigrate the Tajik people and their political leadership in fomenting conflict. By doing so, they are trying to deliberately mislead the entire world community, including the United Nations. At the same time the Kyrgyz parliamentary deputies themselves accuse the Kyrgyz authorities of fomenting the border conflict. So their true face is known both in Kyrgyzstan itself and in all regional and world organizations, including the UN.
It is important for us to draw the attention of the international community to the fact that Tajikistan has successfully resolved its border disputes with the People’s Republic of China and the Republic of Uzbekistan through peaceful negotiations. This demonstrates the principle of peace in resolving the border issue with its neighbors. And we are still ready to continue peaceful dialogue with Kyrgyzstan in order to find a way to solve it. While S. Japarov, speaking from the high tribune of the UN about the successful resolution of the Kyrgyz-Uzbek border issue, has forgotten to mention the massacre perpetrated by Kyrgyz against peaceful ethnic Uzbeks, killing innocent women, children and elderly people. So in 2010 alone, according to open sources, 893 people were killed and 1,900 wounded, 400,000 Uzbek refugees found temporary shelter in Uzbekistan. It is not surprising, as Bishkek thinks only in terms of war, as their method of thinking is controlled by a criminal government. This example clearly demonstrates the aggressiveness and inhumanity of Kyrgyzstan’s military and politic leaders to their neighbors.
We perceive the United Nations as a unique international structure with no analogues in the world. We are grateful to the UN for helping to bring peace to Tajikistan. But unfortunately, the Kyrgyz president’s statement contradicts fundamental UN principles. Thus, he first of all slandered the peace-loving Tajik people, which has never in its history attacked its neighbors. On the contrary, Kyrgyzstan committed another aggressive armed conflict using modern heavy weaponry including drones against Tajik civilians. As a result of their aggression, dozens of civilians were killed, including young children, and pregnant women were among the dead. In addition, they deliberately destroyed the peaceful social infrastructure, in particular the school, medical institutions, mosque, and simple and peaceful inhabitants. The fact that the Kyrgyz were the first to aggressively attack Tajikistan is evidenced by NASA images showing the time of their treacherous attack. It was S. Japarov personally gave an aggressive and inhumane order to treacherously attack peaceful citizens of Tajikistan. At the same time in order to mislead the world community Japarov used the high tribune of the UN to incite hatred towards the Tajik people, thus becoming one of the provocateurs of the conflict. His personal aggressiveness is also evidenced by the fact that in relation to the people of Tajikistan he used the word enemy, thereby seeking to create an image of an enemy. All his inhumane actions and words are categorically contrary not only to the fundamental principles of the UN Charter, but also to universal humanitarian values. At the same time, the political leadership of Tajikistan has never used such language with respect to the Kyrgyz people so far. This is a clear indication of the positions and methods of states in resolving the border issue.
His other brazen lie is the claim that he flew to Tajikistan personally. Yes it is true he was in Dushanbe at the specified time, but he arrived at the invitation and initiative of the President of the Republic of Tajikistan, distinguished Emomali Rahmon, to resolve the border issue. Otherwise, how would he have come to the capital of an independent state? The long negotiations themselves did not end in anything due to the lack of political will and literacy of the Kyrgyz leadership, but most importantly the unwillingness to resolve this issue through negotiations. The criminal team from Bishkek fully controlled him, instructing him not to sign anything regarding the peaceful resolution of the border issue. This is a well-known fact.
We inform S. Japarov and his team that «Pacta sunt servanda» is a legal term in Latin widely used in international and civil law, not a Latin proverb. As much as S. Japarov and his team did not understand the essence of this term, let us note that the Republic of Tajikistan believe that previously signed agreements between the parties should be strictly observed.
We hope that in the future the Kyrgyz side, without violating the previously signed agreements, will abandon any form of provocation and violent illegal actions and begin a genuine political dialogue aimed at resolving the border issue as soon as possible for the benefit of both peoples.
