The global changes of the present caused, first of all, the changing role of information in social development, gave rise to a complex problems, including modernization of views on the role and place  at the state in modern society, changing the model of information the interaction of the main actors of the political process and their features of functioning.

If we formulate in the most general terms the relevance of the study of problems of the information policy of Tajikistan, then it is determined by the following circumstances:

First, the requirements for the format of interaction between political actors in the geopolitical space change, with the informational advantages of the state being read as a resource in the struggle for economic, political, ideological and cultural influence.

Secondly, in Tajikistan, a technological base of the information society is being created, the country needs to control the processes of informatization, since the use of information and communication technologies in all spheres of life and it creates opportunities for the development of information society.

Third, informatization leads to globalization, the creation of a single global information space, which only developed countries can enter. The states that do not have the prerequisites for all-round development are moving further and further to the margin of social and technical progress and become marginalized by civilization.

Information at the present stage of world civilization acts as one of the main productive forces, a vital source of socio-economic and moral development of society. The Republic of Tajikistan uses its own information resources and systems to achieve political and socio-economic goals and build a democratic and developing state.

In Tajikistan, compared with other sectors of the economy, the development of telecommunications is proceeding at a faster pace, which gives hope for the successful formation of infrastructures that provide information and communication services to the population.

Recently, a large number of papers have emerged that are studying the formation of the state information policy, with a critical rethinking of the adopted approaches in modern practice, informatization of society. At the same time, a unified approach to the problems of implementing the state information policy, which is undergoing changes in the course of progress towards the information society, is on the procers of formation.

The complex nature of the research topic predetermined the need to refer to research of a whole range of scientific fields, research by modern Tajik scientists on various aspects of the development of regional information policy, normative legal acts, allowing to reveal certain aspects of it.

Hence, the use of foreign experience of informatization of industrialized countries, the analysis of the post-industrial type of social organization, its genesis, dynamics, and development prospects are of particular importance for Tajikistan at the beginning of the 21st century.

This article explores a promising direction in the activities of the state for the informatization of all spheres of public life based on the revolutionary changes in information and communication technologies.

The study of the policy of informatization is carried out taking into account the genesis and tendency of its development, taking into account the internal, contradictory, determinacy of this phenomenon by economic, social, cultural and political reasons and taking into account the reverse impact of this policy on the factors ensuring its effective implementation.

At the moment, there are four main components of the national interests of the Republic of Tajikistan in the information sphere.

The first component of the national interests of the Republic of Tajikistan in the information sphere includes the observance of constitutional rights and freedoms of a person and citizen in obtaining information and using it, ensuring spiritual renewal of the republic, preserving and strengthening the moral values of society, traditions of patriotism and humanism, cultural and scientific potential of the country .

The second component of the national interests of the Republic of Tajikistan in the information sphere includes information support of state policy related to bringing to the people of Tajikistan and the international community accurate information about the state policy of the Republic of Tajikistan, its official position on socially significant events of the Republic and international life, ensuring access of citizens to open state information resources.

The third component of the national interests of the Republic of Tajikistan in the information sphere includes the use of modern information technologies, the creation of the domestic information industry, including the informatization industry, telecommunications and communications, the provision of the domestic market needs for its products, as well as ensuring the accumulation, preservation and efficient use of domestic information technologies. information resources.

The fourth component of the national interests of the Republic of Tajikistan in the information sphere includes the protection of information resources from unauthorized access, ensuring the security of information and telecommunication systems, both already deployed and being created in the territory of the Republic of Tajikistan.

To this end, it is necessary to increase the efficiency of using the information infrastructure in the interests of social development, the consolidation of society, the spiritual revival of the people of Tajikistan; expand international cooperation of the Republic of Tajikistan in the development and safe use of information resources; counteracting the threat of confrontation in the information sphere, ensure the constitutional rights and freedoms of a person and citizen to freely seek, receive, transmit, produce and disseminate information in any legal way, receive reliable information about the state of the environment, etc.

The implementation of the state information policy of the Republic of Tajikistan will make it possible to open new opportunities for regular informing the population by government bodies and authorities about political, social and economic life through the media, press centers, public relations centers and etc.

The level, pace and nature of informatization depend on the ways, forms and methods of resolving contradictions that arise in the field of informatization. Timely identification and overcoming of contradictions are considered by information policy as a source of accelerating socio-economic development on the way to the information society.

In conclusion, we can say that an effective information policy in the near future will ensure the formation and development of a single information and cultural space as a necessary condition for the political and moral unity of the population of Tajikistan and the country’s entry into the world information community.
