THE ROLE OF YOUTH IN THE FORMATION AND DEVELOPMENT OF HUMAN CAPITAL AND WORKFORCE POTENTIAL IN THE GUIDELINES OF THE LEADER OF THE NATION

On May 23, 2025, the Center for Strategic Research under the President of the Republic of Tajikistan held a roundtable dedicated to Youth Day and World Football Day, titled “The Role of Youth in the Formation and Development of Human Capital and Workforce Potential in the Guidelines of the Leader of the Nation.”

The purpose of the event was to assess the initiatives undertaken by the country’s government to create decent living conditions for this active segment of society and to address issues related to education, upbringing, human potential, labor activities, recreation, and leisure for young people.

The roundtable was opened with a welcoming speech by the First Deputy Director of the Center for Strategic Research under the President of the Republic of Tajikistan, Candidate of Economic Sciences, Associate Professor Murtazozoda Oraz, who congratulated participants on Youth Day and World Football Day.

He emphasized that recent analyses indicate that 70% of the country’s population consists of young people with intellectual and physical potential.

The implementation of various state sectoral programs, regular meetings of the Founder of Peace and National Unity—Leader of the Nation, Honorable Emomali Rahmon—with representatives of youth, and the introduction of various initiatives, such as presidential scholarships, the Ismoil Somoni Prize for young scientists, state grants supporting youth organizations, the establishment and first session of the National Youth Affairs Council under the President of the Republic of Tajikistan, the annual celebration of Tajikistan Youth Day, the appointment of talented young people to responsible leadership positions, as well as the declaration of 2017 as the Year of Youth—all of these demonstrate the great attention of the Head of State and the Government of the Republic to the younger generation.

In his speech, Murtazozoda Oraz noted that in today’s world, full of contradictions and upheavals, where religious extremism and radical undesirable processes cause concern worldwide, the role of Tajik youth in preventing terrorism and extremism is significant. He urged increased efforts in this direction, calling for vigilance and awareness.

It was emphasized that patriotic and conscious youth should contribute to stability, development, prosperity, and social cohesion, following the policies of the Leader of the Nation, Honorable Emomali Rahmon, and becoming a leading force pushing Tajikistan forward.

Then, the following speakers presented their reports:

Solikhov Jamshed, Deputy Head of the Sectoral Economic Analysis and Forecasting Department of the Center, on the topic: “Football as a Factor of Unity, Strengthening, and Friendship among Youth in the Modern Era” (dedicated to World Football Day);

Fattoev Masrur, Deputy Head of the Internal Policy Analysis and Forecasting Department, on the topic: “The Importance of Legal Awareness for Youth in Building a Democratic Legal State”;

Ibrohimzoda Ibrohim Shoh, on the topic: “Youth as the Creative Force of Society in the Development of Human Capital.”

The speakers expressed their views on various aspects of youth activity, self-awareness and civic responsibility, the protection of political independence, and the preservation of unity and stability in the country during its independence.

It was also noted that on May 7, 2024, following a proposal from the Government of the Republic of Tajikistan, the UN General Assembly adopted a special resolution declaring May 25 as World Football Day.

This year, on the initiative of the Tajik government, the day was celebrated internationally for the first time. The President of the Tajikistan Football Federation, President of the Central Asian Football Association (CAFA), Chairman of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan, and Mayor of Dushanbe—Honorable Rustami Emomali—participated and spoke at the first historic celebration of World Football Day at the UN headquarters in New York.

At the end of the event, Center staff shared useful opinions and proposals, emphasizing in their speeches that, in response to the care from the state and government, Tajik youth—with their intellectual and physical strength as well as productive activity—are making a significant contribution to all spheres of public and state life, earning the trust and confidence of the Head of State.

The roundtable was concluded by Deputy Director of the Center, Oraz Murtazozoda, who thanked the participants for their active engagement. The roundtable was held in an atmosphere of sincerity, mutual understanding, and constructive dialogue.
